The Climate Change Performance Index (CCPI) evaluates and compares the climate protection performance of 59 countries and the European Union (EU), which are together responsible for more than 90 percent of global greenhouse gas emissions (GHG). A total of 14 indicators are taken into account to provide a comprehensive and balanced evaluation of the diverse countries evaluated. In this year’s index, the top three places are vacant as no country was strong enough in all indexed categories to achieve an overall high rating. 

The CCPI compares where countries actually are today with where they should be to meet the ambitious benchmarks. Following the logic, it also evaluates the countries’ own 2030 targets by comparing these to the same benchmarks. In the Climate Policy indicators in CCPI 2023, not only are national emissions targets assessed but also sectoral targets and their specific implementation. 

India is among the high performing countries in the index and earns a high rating in the GHG Emissions and Energy Use categories, with a medium for Climate Policy and Renewable Energy. The country is on track to meet its 2030 emissions targets (compatible with a well-below 2°C scenario). However, the renewable energy pathway is not on track for the 2030 target. Since the last CCPI, India has updated its Nationally Determined Contribution and announced a net-zero target for 2070.
